Background
?The Engineering Department recommends approval of an expenditure in the amount of $320,000 for engineering professional services from Fehr & Peers for the Willow Bend Traffic Analysis. This project includes professional transportation planning and engineering services for a preliminary transportation assessment and mitigation framework related to the potential redevelopment of the Shops at Willow Bend property, including a possible National Hockey League arena and associated entertainment district.

Fehr & Peers was deemed most qualified based on their Statement of Qualifications submission from RFQ #2023-0003-X for Traffic Engineering and selective interview process. Fehr & Peers also has successful experience with similar stadium event venue analysis and traffic management plans in the western United States.

This preliminary traffic analysis will provide the City with technical information to evaluate potential transportation impacts associated with the proposed redevelopment and identify areas where future mitigation strategies may be needed. If the analysis is not completed, the City will have limited information to assess potential mobility, access, parking, and public safety impacts during the early stages of redevelopment planning.
