Background
The Engineering Department recommends approval of an expenditure in the amount of $515,000 for Engineering Professional Services from Freese and Nichols, Inc. for the Chisholm Trail Erosion at San Simeon Phase 2 project.
This project includes erosion control improvements along the creek adjacent to the City's Chisholm Trail north of Spring Creek Parkway. The project would address critical erosion sites that are threatening wastewater infrastructure and the Chisholm Trail walkway.
Freese and Nichols, Inc. was deemed most qualified based on their Statement of Qualifications submission for the Community Investment Program for Civil Design RFQ No. 2025-0154-AC. Freese and Nichols, Inc. has experience performing engineering services on similar erosion control projects for the City of Plano, including Arbor Hills Nature Preserve Erosion Control, Hoblitzelle at Breckenridge Channel Repair, and Chisholm Trail at San Simeon Erosion Study. Freese and Nichols, Inc. also has technical experience in performing wastewater modeling services for the City of Plano.
If this expenditure is not approved, streambank erosion is expected to continue, potentially affecting the wastewater pipeline, surrounding environment, and stability of Chisholm Trail. Continued erosion could result in wastewater service disruption, environmental impacts, trail damage or closure, public safety concerns, and increased future maintenance costs.
