Previous Action/Presentation
The Plano City Council adopted Resolution No. 2026-6-8(R) on June 22, 2026, granting recognition of the Plano Police Association as the exclusive bargaining agent for Plano Police Department Police Officers and determined that the City of Plano would meet and confer with said Association.
Background
Through the Meet and Confer process, the City and the Plano Police Association, FOP Lodge 777 (PPA) have negotiated and reached consensus on an Agreement regarding terms and conditions of employment for Plano Police Officers. The Texas Local Government Code (142.064) states that for the Agreement to be enforceable and binding on the City and the Police Officers, a secret ballot election must be conducted at which “the recognized Police Officers Association ratified the Agreement by conducting a secret ballot election at which the majority of the Police Officers who would be covered by the Agreement favored ratifying the Agreement.” Further, the City Council must ratify the Agreement by a majority vote. City staff has confirmed with the PPA that, by majority vote, the PPA membership has approved and ratified the Agreement. Approval by the City Council of this Agreement will put it into effect on October 12, 2026, through September 30, 2030. This Agreement only changes or preempts matters that it specifically addresses, or as to which this Agreement inherently conflicts, and it shall only be effective to do so during its stated term.
