Background
The Engineering Department recommends approval of an expenditure in the amount of $226,996 for engineering professional design services from HDR Engineering, Inc. for the Aerial Crossings Erosion Control - Russell Creek, White Rock Creek & Young's Branch project. This project includes a feasibility study and preparation of a Preliminary Engineering Report to evaluate the severity of the erosion threat to existing sanitary sewer infrastructure at seven (7) sites on Russell Creek, White Rock Creek & Young's Branch.

HDR Engineering, Inc. was deemed most qualified based on their Statement of Qualifications submission for Community Investment Program for Civil Design RFQ No. 2025-0154-AC. HDR Engineering, Inc. has also demonstrated experience performing erosion control and sanitary sewer projects for other public agencies in the DFW metroplex. HDR Engineering, Inc. has technical expertise in streambank stabilization, hydrologic and hydraulic analysis, drainage design, and utility coordination, all of which are necessary for this study.

The project study will identify alternatives to limit streambank erosion in these creeks resulting in the protection of aerial wastewater pipeline crossings at creeks and adjacent properties.
