Background
On February 17, 2026, the City received 17 bids for the Horseshoe Park Renovation project. Following a comprehensive evaluation of the solicitation, staff determined that an award under the current solicitation would not provide the best overall value to the City. Given market conditions, staff believe it is in the City's best interest to reject all bids and resolicit the project at a future date to encourage renewed competition and secure current competitive pricing.
