Background
Plano Fire-Rescue is seeking approval to spend $172,134 to replace their ballistic equipment. If approved, this purchase would include enough helmets, ballistic plates, and plate carriers to supply all front-line riding positions.
Plano Fire-Rescue responds to Active Shooter/Hostile Events (ASHE) and utilizes ballistic equipment to protect its members. The ballistic equipment currently being used has surpassed the five-year expiration date and needs to be replaced.
Plano Fire-Rescue worked closely with the Plano Police Dept. to select the appropriate ballistic equipment needed for their specific responsibilities in an ASHE event.
Failure to award this contract would result in Plano Fire-Rescue not having in-date ballistic equipment.
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to see competitive bids for items. Funding for this item is available in the FY 2025-26 Fire Equipment Replacement Fund.
