Background
The Engineering Department accepted bids on May 7, 2026, for Building 60 Haggard Library Window Replacement, Project FAC-F-00133. This project includes replacement of the exterior glass doors and windows including frames.
The lowest responsive and responsible bid was submitted by Thomas ll Development, LLC. in the amount of $422,500. There were a total of 2,092 vendors notified of this project. Nine (9) complete bids were received for the project as shown in the attached bid recap.
If this project is not awarded, the windows and doors at their end-of-life cycle will continue to degrade allowing moisture intrusion causing avoidable damage to existing infrastructure, possibly causing health and departmental mission operational issues.
Financial Summary/Strategic Goals
Funding for this item is available in the 2025-26 Library Facilities CIP and is planned for future years as well. Construction services for the Haggard Window Replacement - FAC-F-00133 - RFB 2026-0330-B project, in the total amount of $422,250, will leave a balance of $2,500 for future expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
