Background
The City's Jupiter Road Elevated Storage Tank (EST), located at 4001 Jupiter Road, was constructed in 1990 and is maintained by the Public Works Department. As part of the City's ongoing EST Master Plan, the facility was identified as requiring timely rehabilitation due to deterioration of the protective coating and structural deficiencies. Public Works staff have also identified additional improvements that will enhance water system resilience, improve water quality, and extend the long-term reliability of the facility. The tank most recently underwent rehabilitation in 2016.
Public Works staff recommend retaining Kimley-Horn and Associates, Inc. to provide engineering professional services for the Jupiter Road EST Rehabilitation Project. Kimley-Horn was selected through the City's qualifications-based procurement process and determined to be the most qualified firm based on its Statement of Qualifications submitted in response to RFQ No. 2023-0525-XR Water/Wastewater. Kimley-Horn was selected based on their extensive experience in elevated storage tank design and coating maintenance. The proposed design will include replacement of the protective coating system, structural repairs to the elevated storage tank, and improvements to site access and security to support safe operation and extend the useful life of the facility.
