Background
It is the recommendation of Fleet Services to purchase four (4) Toyota Camry Hybrids in the amount of $144,725 from Silsbee Toyota through TIPS Contract No. 240901. Fleet Services and Purchasing have reviewed multiple Cooperative Contract quotes and found this to be the best value for the City.
Toyota Camrys are currently the only mid-size sedan option available. Fleet Services is equipped to outfit, service, and stock parts for Dodge, Ford, General Motors (GM), and Toyota. Dodge and Ford no longer manufacture mid-size sedans, and no build slots for mid-size sedans are available through GM in 2026. Sourcewell, BuyBoard, and HGAC cooperative contracts for Toyota Camrys are all held by the same dealership, Silsbee Toyota, which is why only one dealership was contacted for quotes.
These four (4) units are scheduled replacements in the FY 2025-26 Capital Outlay Program. These units will replace units 13261, 13262, 14262 and 18276 in Cost Center 532 (Police).
The purchase of these units is necessary for the following reasons:
1. These units are essential to this department's daily operations and are required to maintain current service levels.
2. The old units are in need of replacement. The determination for the need of replacement is based on age, usage, maintenance cost, and re-sale value. Based on these criteria, Fleet Services recommends the replacement of the above units.
3. If these units are not replaced, we will incur additional maintenance costs and the salvage values...
