Background
The Engineering Department opened bids on May 19, 2026, for Erosion Control - Willow Creek & Ports O'Call, Project No. ENG-D-7468. The project includes miscellaneous drainage, erosion control, and wastewater improvements at three (3) locations in the City of Plano. The project includes two (2) locations along the northern streambank of Willow Creek Drive near Midway Road and one (1) location along the southern streambank of Ports O'Call Court near Country Club Place.

The lowest responsive and responsible bid was submitted by Stoic Civil Construction, Inc. in the amount of $2,194,560. The scope of work includes slope stabilization, wastewater pipeline improvements, and existing gabion wall repairs. A total of 2,846 vendors were notified of this project. Seven (7) bids were received for the project as shown in the attached bid recap.

If this project is not awarded, erosion will continue to occur along these streambanks, exposing wastewater pipelines and resulting in potentially hazardous impacts to adjacent properties and structures.
Financial Summary/Strategic Goals
Funding for this item is available in the 2025-26 Municipal Drainage CIP and Sewer CIP and is planned in both funds for future years as well. Construction services for the Erosion Control - Willow Creek & Ports O'Call project, in the total amount of $2,194,560, will leave a combined balance of $490,322 for future expenditures.
