Background
In June 2025, the City of Plano engaged the services of an engineering consultant to conduct a feasibility study to evaluate the conversion of overhead utility lines to underground utilities within the Douglass Community.
The City of Plano currently has two (2) infrastructure projects taking place in the Douglass Community: replacement of the water lines and the addition of sidewalks. The Douglass Community Utility Project would complete the overall improvements being made in this neighborhood that serves as a gateway community into downtown Plano.
The City will utilize approximately $50,0000 of existing CDBG funds that remain unused and reprogram funds from the 2025-2026 City of Plano Housing Rehabilitation Program to convert overhead utility lines to underground utilities in conjunction with these two (2) projects.
