Background
The Engineering Department recommends approval of an expenditure in the amount of $495,995 for engineering professional services from Cobb, Fendley & Associates, Inc., for Water Rehabilitation - Old Shepard Place Phase 1. This project includes the preliminary design, final design, and construction related engineering services for the replacement of approximately 11,170 LF of 6-inch, 8-inch, and 12-inch cast iron water lines in roads and parkways. The project includes repair of effected concrete pavement and the installation of sidewalk ramps in the western part of Old Shepard Place neighborhood located along the corridors of Winding Hollow Lane and Old Shephard Place.

Cobb, Fendley & Associates, Inc. was deemed most qualified based on their Statement of Qualifications for the Community Investment Program Water and Wastewater Solicitation RFQ No. 2023-0525-XR. Cobb, Fendley & Associates, Inc. has previous experience in water rehabilitation including replacement of over a million feet of waterline for other municipalities in the DFW area. This firm has also demonstrated expertise in surveying, subsurface utility engineering, and street improvements, all of which are essential to the successful completion of this project.
