Background
The Engineering Department recommends approval of an expenditure in the amount of $270,000 for engineering professional services from Freese and Nichols, Inc. for Aerial Crossings Erosion Control - Brown Branch, Cottonwood Creek, and Rasor Creek, Project No. ENG-SS-00008. This project includes preparation of a Preliminary Engineering Report to evaluate the causes and severity of the erosion threat to existing wastewater infrastructure at seven (7) sites on Brown Branch, Cottonwood Creek, and Rasor Creek.
Freese and Nichols, Inc. was deemed most qualified based on their Statement of Qualifications submission for Community Investment Program for Civil Design RFQ No. 2025-0154-AC. Freese and Nichols, Inc. has experience performing engineering services on similar erosion control projects for the City of Plano, including Arbor Hills Nature Preserve Erosion Control, Hoblitzelle at Breckenridge Channel Repair, and Chisolm Trail at San Simeon Erosion Study. The engineering firm has demonstrated technical expertise in streambank stabilization, drainage improvements, and wastewater engineering, all of which are necessary for this study.
The project study will identify strategies to limit streambank erosion in these creeks resulting in the protection of aerial wastewater pipeline crossings at creeks and adjacent properties.
