Background
The Engineering Department recommends approval of an expenditure in the amount of $206,000 for professional engineering design services from Huitt-Zollars, Inc. for Los Rios Boulevard Embankment Improvements, Project No. ENG-S-00028. These design services include the preliminary design, final design, and construction-related professional engineering services for the removal of approximately 900 LF of brick retaining wall and replacement with an earthen embankment along the parkway of Los Rios Boulevard adjacent to Los Rios Park north of 14th Street.

Huitt-Zollars, Inc. was deemed most qualified based on their Statement of Qualifications for the Community Investment Program Civil Design Solicitation RFQ No. 2025-0154-AC. Huitt-Zollars, Inc. has previously performed engineering services on structural improvements for the City of Plano, including projects with retaining walls, screening walls, and bridges, demonstrating an understanding of City of Plano construction standards for structures. The firm also has experience in surveying and subsurface utility engineering, all of which are necessary for the completion of this project.

The project will eliminate the risk of wall failure, improve safety for pedestrians, and reduce infrastructure maintenance costs along the Los Rios Boulevard corridor. These benefits will be achieved by removing the aging brick retaining walls with structurally designed earthen embankments. ...
