Previous Action/Presentation
Due to a change in process by the Office of the Governor, Homeland Security Grant funding must now come before council twice, at application for grant funding and acceptance of grant award. Previously, the application for grant funding was presented to city council. Due to timing issues at the federal government level a significant delay was experienced between application and acceptance. The grant funding presented today is for acceptance of Federal Fiscal Year 2025 grant funding.
Background
Since 2005, the Plano Department of Emergency Management has applied for, received, administered, and managed grant programs issued by the Department of Homeland Security under two separate grant funded programs, the State Homeland Security Grant Program (SHSP) and the Urban Area Security Initiative (UASI). Funds received have supported projects for police, fire, emergency management, and public safety communications preparedness and response efforts.
Each fiscal grant year, a formal Council resolution is required as part of the grant application and a separate resolution is required for the acceptance process. The adoption of a formal resolution allows for the state administrative agency to award the grant to the City as sub-recipient and authorizes the City to expend grant funding. The City has been awarded funding in the Fiscal Year 2025 to support equipment projects for SWAT Hydraulic Breaching, Police Department Protective Order Team Long Range Listening Device, Fire Department Low Vision Optics, and Fire Department Hazardous Materials Radiological Monitoring.
Financial Summary/Strategic Goals
Approval of this item authorizes the acceptance of federal funds in the amount of $129,076 under the 2025 Urban Area Security Initiative Grant Program to purchase SWAT Hydraulic Breaching Tools, Police Department Protective Order Team Long Range Listening Device, Fire Department Low Vision Optics, and Fire Department Hazardous Materials Radiological Monitoring. Due to pricing increases from the time of the grant application to the grant award, the City of Plano is to provide additional funding in the amount of $8,936 to cover the increase of the purchase. Funding is available in the 2026-27 Adopted Budget.
The approval of this resolution aligns with the City's Strategic Plan Critical Success Factors of being an Excellent, Innovative, and Accountable City Government with Safe, Vibrant Neighborhoods.
