Background
City of Plano staff use herbicides, insecticides, and pesticides as part of the maintenance program for medians, rights-of-way, park sites, athletic fields, and golf course turf.
These products are essential components of the City's comprehensive landscape management program. When applied properly, they help maintain healthy turf and landscapes, control weeds and pests, and support safe, functional, and aesthetically pleasing public spaces for residents and visitors.
It is the department’s recommendation to approve the purchase of herbicides, insecticides, and pesticides in an estimated annual amount of $234,000 from SiteOne Landscape Supply LLC for term of one (1) year with two (2) one-year automatic renewals through City Contract No. 2026-0519-OR (Buy Board Contract No. 805-86).
If approval of this award is denied, the City's landscapes and turf areas would become increasingly susceptible to weeds, insects, and diseases that adversely affect turf and plant health. Over time, this would result in declining landscape quality, weakened turf, reduced aesthetics and playability of athletic fields and golf course surfaces, and potentially unsafe conditions for park users.
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items. Financial Summary/Strategic Goals
Funding for this item is available in the 2025-26 General and Municipal Golf Course Funds. This request is to approve the purchase of herbicides, insecticides, and pesticides in an estimated annual amount of $234,000 for one (1) year with two (2) one-year automatic renewals from SiteOne Landscape Supply LLC. Funding is available in the estimated amount of $38,500 in FY 2025-26, $234,000 in FY's 2026-27 and 2027-28, and $195,500 in FY 2028-29. All future year expenditures will occur within council approved appropriations.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
