Background
This role focuses on enhancing, customizing, and supporting the Salesforce Platform to meet the City of Plano’s application development, integrations, data, and reporting needs.
There is a current staff augmentation contractor moving to a professional services role and has been instrumental in delivering strategic initiatives including P-Card automation, badge request enhancements, and other Salesforce enhancements that improve operational efficiency and service delivery. The specialized knowledge of the City’s Salesforce environment and integration ensures continuity of support for existing Salesforce applications and integrations while enabling the city to continue advancing strategic technology initiatives.
Future Work
During the contract term, the Salesforce Developer Level Specialist will support the City's ongoing digital transformation strategy by developing new Salesforce solutions, enhancing existing applications, and expanding enterprise system integrations. Planned initiatives include continued integration and optimization with PeopleSoft and JD Edwards, implementation of a Copado platform upgrade to modernize application lifecycle management and deployment processes, and the development of additional workflow automation, reporting, and dashboard capabilities.
The specialist will also support future initiatives involving employee self-service applications, approval workflows, document generation, and improve business processes. Additional responsibilities include evaluating and implementing new Salesforce platform capabilities, supporting departmental requests for new business solutions, optimizing existing integrations, and improving data quality, governance, and security.
This role will also provide technical leadership for Salesforce platform, release management, system performance optimization, and knowledge transfer to City staff. Maintaining continuity of support will help minimize operational risks, reduce technical debt, and ensure that critical business applications remain secure, scalable, and aligned with the City's technology roadmap.
By continuing this investment, the City will be positioned to improve operational efficiency, reduce manual processes, accelerate project delivery, enhance data-driven decision-making, and provide more responsive and cost-effective services to residents, employees, and stakeholders.
Without these services, the City could experience project delays, reduced support capacity, and increase risks of critical business operations that depend on Salesforce. This investment supports the City’s commitment to operational efficiency, data-driven decision-making, and enhanced service delivery to residents and employees.
The City is authorized to purchase from the State Contract list pursuant to Chapter 271 Subchapter D of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items (DIR Contract No. DIR-CPO-5596 & City of Plano Contract No. 2026-0538-OR).
Financial Summary/Strategic Goals
This request is to approve a one (1) year contract with two (2) City optional one-year renewals with Insight Global, LLC to provide independent professional services for Salesforce Developer Level Specialist in the total estimated amount of $509,288. Funding is available in the Applications Budget in the estimated amount of $27,733 in FY 2025-26; $167,787 in FY 2026-27; $176,176 in FY 2027-28; and $137,592 in FY 2028-29. All future year expenditures will occur within council approved appropriations.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
