June 13, 2022, City Council approved an expenditure for management services at the Pecan Hollow Golf Course from Plano Golf Course, Inc. dba Pecan Hollow Golf.
Background
PGA Golf Professional Steve Heidelberg (Plano Golf Course, Inc. dba Pecan Hollow Golf) has managed Pecan Hollow Golf Course and Pro Shop under contract since 1994, maintaining an excellent service record with the City of Plano. The current agreement is set to expire on June 15, 2026, and may be renewed upon approval by the City Manager and City Council. Any renewal, including its terms, is subject to their approval.
Mr. Heidelberg has demonstrated strong leadership and a commitment to customer service, resulting in a high level of customer loyalty at Pecan Hollow Golf Course and Pro Shop. Over the past four years, the course has achieved record daily rounds with minimal, if any, complaints. Mr. Heidelberg’s ability to deliver service consistent with the City of Plano’s high standards is noteworthy.
Compensation for services provided by Mr. Heidelberg under any renewal will remain consistent with the current agreement. The Golf Course Fund will continue to receive 100% of green fees and 5% of all additional revenue generated from facility operations.
It is the Department’s recommendation to approve the renewal of the Management Services Agreement, 2022-0458-AC Pecan Hollow Golf Course and Pro Shop Management, by and between Steve Heidelberg, PGA Professional, and the City of Plano. The approval supports the continued success of Pecan Hollow Golf Course and Pro Shop and the high level of satisfaction among its users.
Not approving the renewal and initiating a new bidding process for a golf professional could jeopardize the course’s ongoing success and operational stability.
The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(4). (City of Plano Contract No. 2022-0458-AC)

The Municipal Golf Course Fund will continue to receive 100% of green fees and 5% of all additional revenue generated from facility operations.
