Background
City staff recommend that the Plano City Council authorize an expenditure of up to $540,000 to retain consultants to provide legislative support and strategic advisory services on behalf of the City. Engaging these experts will strengthen the City's advocacy efforts at the state and federal levels, support the pursuit of legislative priorities, and enhance the City's ability to secure funding opportunities and influence policy decisions that align with Plano’s Legislative Program. These services are being presented for award following the re-solicitation of a Request for Proposals after previously awarded contracts were terminated due to administrative difficulties encountered during the contracting process.
Proposals were evaluated based on the expertise of key personnel, company profile and past performance, and cost. Based on the evaluation results, staff recommend awarding contracts to the highest-ranked offerors: Purple Sage Strategies LLC and Greenberg Traurig, LLP.
The consultants are expected to offer specialized knowledge, established relationships, and strategic guidance to ensure the City is effectively represented and positioned to respond to policy issues. Staff believe this investment will advance key initiatives and deliver long-term benefits to Plano.
Failure to award this item may result in reduced effectiveness in advancing legislative priorities at the state and federal levels.
Financial Summary/Strategic Goals
This item approves a one-year contract with four (4) additional one-year optional renewals for legislative strategic support and advisory services with a not to exceed amount of $540,000 per year. The estimated total to be spent, if all renewals are used, is $2,700,000 (or $90,000 in FY 2025-26, $540,000 per year in FY 2026-27 through 2029-30, and $450,000 in FY 2030-31). All future year expenditures will occur within council approved appropriations.
Approval of this service agreement relates to the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
