Background

Old Shepard Place Park Renovation, Project No. PKR-P-7172, will provide professional services to update the master plan and revise the existing construction documents that were partially completed in October 2022. At that time, the project was placed on hold due to funding priorities and athletic program scheduling conflicts. The athletic program has since been updated and the project is back on track. The original construction documents require revisions to comply with current codes, standards, and product lists. Professional services include geotechnical investigation, master plan updates, preparation of construction documents, revised site plan, bidding assistance, and construction administration.

 

Old Shepard Place Park was originally constructed in 1980. The playground was renovated in 1999 and is now at the end of its anticipated life cycle. Renovation improvements include a new playground with subsurface drainage, a new restroom building, renovated ball fields, spectator areas and dugouts, widened sidewalks, accessible pedestrian crossings at Winding Hollow Lane, additional trails, a new irrigation system, water and sanitary sewer improvements, tree planting, equipment storage, and parking lot improvements.

 

The Parks and Recreation Department recommends approval of an expenditure in the amount of $498,500 for landscape architect professional services from JBI Partners, Inc. for Old Shepard Place Park Renovation, Project No. PKR-P-7172. JBI Partners, Inc. was deemed the most qualified based on their Statement of Qualifications submission for RFQ No. 2025-0172-AC CIP Park Development Program.

 

The benefits of this project include updated playground equipment and trails as well as improved service to the community by addressing the needs identified in the master plan. If this project is not approved, design services will not proceed and the project will not move forward, leaving aging infrastructure in place.

Financial Summary/Strategic Goals

Funding for this item is available in the 2025-26 Park Improvements CIP and is planned for future years as well. The landscape architect professional services agreement for Old Shepard Place Park Renovation, Project No. PKR-P-7172, has a total cost of $498,500.

 

Approval of this item will support the City’s Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
