Background
The Engineering Department recommends approval of an expenditure in the amount of $628,400 for engineering professional services from Hazen and Sawyer, P.C. for the Water Rehabilitation - Prairie Creek, Post Oak, and Kimberlea Estates. This project includes preliminary design, final design, and construction related engineering services for the replacement of approximately 13,550 linear feet of 6-inch and 8-inch cast iron water lines in roads and parkways. The project includes repair of affected concrete pavement and the installation of sidewalk ramps in the Prairie Creek, Post Oak, and Kimberlea Estates neighborhoods located at the northwest corner of Independence Parkway and Parker Road.
Hazen and Sawyer, PC. was deemed most qualified based on their Statement of Qualifications for the Community Investment Program Water and Wastewater Solicitation RFQ No. 2023-0525-XR. Hazen and Sawyer, P.C. has previously performed engineering services on a similar water rehabilitation project for the City of Plano, including the completion of Water Rehabilitation - Steeplechase Estates project. The firm has demonstrated expertise in surveying, subsurface utility engineering, and street improvements, all of which are essential to the successful completion of this project.
The proposed project will replace aging cast iron mains with improved pipelines. These improvements are intended to reduce the risk of water service interruptions and to lower long-term maintenance costs.
If the expenditure is not approved, the aging water lines will remain in service and continue to deteriorate over time. Due to their age and condition, these pipelines present an increased risk of corrosion, water line breaks, higher maintenance costs, potential service interruptions, and adverse impacts to customers and the surrounding area.
Financial Summary/Strategic Goals
Funding for this item is available in the 2025-26 Water CIP and is planned for future years as well. The contract for engineering design services for the Water Rehabilitation - Prairie Creek, Post Oak, and Kimberlea Estates project has a total cost of $628,400.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
