Item Summary

title

RFB No. 2026-0393-B for Building 149 - High Point Fuel Station, Project No. FAC-F-7523; declaring JC Commercial, Inc. non-responsible based on staff assessment; awarding a contract for the Engineering Department to CIMA General Contractors, Inc. as the lowest responsive, responsible bidder in the amount of $3,782,315; and authorizing the City Manager to execute all necessary documents.

body

Background

The Engineering Department accepted bids on June 9, 2026, for Building 149 - High Point Fuel Station, Project No. FAC-F-7523. The project includes the construction of a new fuel dispensing station, and the implementation of a technology platform that will authorize fuel dispensing and track vehicle data. The new station will serve as a critical resource for City operations.

There were a total of 2,012 vendors notified of this project. Four (4) complete bids were received for the project as shown in the attached bid recap.  First apparent low, responsive bidder - JC Commercial, Inc. was unable to demonstrate the specific, relevant experience required for this project as required in the project specifications.  Second apparent low, responsive bidder - CIMA General Contractors, Inc. demonstrated the specific, relevant experience in projects of the same type and complexity of the proposed High Point facility. References were contacted and work history was confirmed.

It is the Department’s recommendation to deem JC Commercial, Inc. non-responsible and award Bid No. 2026-0393-B to the lowest responsive, responsible bidder CIMA General Contractors, Inc. in the amount of $3,261,591.25 for the Fuel Dispensing Station and $520,723.89 for the Fuel Management System for a total award of $3,782,315.14.

If this project is not awarded, it would leave a key commitment of the 2021 Bond Referendum unfulfilled. More critically, the City would remain vulnerable in the event of a crisis, lacking a dedicated, City controlled fuel reserve to support essential operations.

Financial Summary/Strategic Goals

Funding for this item is budgeted in the FY 2026-27 Service Center Facility CIP and Equipment Maintenance Funds and is planned for future years, as well.  Construction services for the High Point Fuel Station project, in the total amount of $3,782,315, will leave a balance of $272,848 for future expenditures.

Approval of this item will support the City's Strategic Plan Critical Success Factors of being a Safe Large City and an Excellent, Innovative, and Accountable City Government by providing a dedicated, City-controlled fuel reserve for emergency operations and implementing a fuel management system that improves accountability and tracking of City fuel use.
