Background
Plano Fire-Rescue requests authorization to expend an estimated amount of $377,945 for a 61-month service agreement with Stryker Sales, LLC for the maintenance and support of the department's Stryker LIFEPAK 35 cardiac monitors.
In December 2024, Plano Fire-Rescue replaced its Stryker LIFEPAK 15 cardiac monitors with Stryker LIFEPAK 35 devices. The original purchase included a one-year service agreement which expired on December 8, 2025.
Recognizing the need for continued maintenance beyond the initial service period, the department began working with Stryker Sales, LLC in December 2024 to establish a long-term service agreement. Execution of the agreement was delayed while the parties resolved a credit for the unused service agreements associated with the traded-in LIFEPAK 15 devices. Stryker Sales, LLC has since issued a credit of $127,048.97 which is reflected in the proposed contract pricing.
The proposed agreement is effective December 9, 2025, through December 31, 2030. Although the agreement was delayed pending resolution of the credit, Stryker Sales, LLC continued to provide maintenance and support for the cardiac monitors during the interim period to ensure uninterrupted service.
Failure to approve this agreement would leave Plano Fire-Rescue without a service agreement for its cardiac monitors.
The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(7)(A). (City of Plano Contract No. 2026-0457-X)
Financial Summary/Strategic Goals
This item approves a five (5) year contract with Stryker Sales, LLC for the annual LifePak 35 cardiac monitor maintenance. The estimated total to be spent over the life of the contract is $377,945 (or $0 in FY 2025-26 due to a credit, $74,948 in FY 2026-27, and $100,999 in FY 2027-28 through 2029-30). Funds are available in the Fire Department budget, and all future year expenditures will occur within council approved appropriations.
