Background
The Engineering Department recommends approval of an expenditure in the amount of $386,507 for engineering professional services from Raymond L. Goodson Jr., Inc. dba RLG Consulting Engineers for Water Rehabilitation - River Bend Phase 2, Project No. ENG-W-00006. These design services include the preliminary design, final design, and construction-related engineering professional services for the replacement of approximately 13,570 LF of 8-inch cast iron water lines including all related appurtenances in roads and parkways. The project includes repair of effected concrete pavement and the installation of sidewalk ramps in the northern section of the River Bend neighborhood located at the southeast corner of Coit Road and Parker Road.
RLG Consulting Engineers was deemed most qualified based on their Statement of Qualifications for the Community Investment Program Water and Wastewater Solicitation RFQ No. 2023-0525-XR. RLG Consulting Engineers has previously performed engineering services on similar waterline rehabilitation projects for the City of Plano, including West Plano Estates & Hunters Glen Water and Pavement Rehab, Phase 1; West Plano Estates & Hunters Glen Water and Pavement Rehab, Phase 2; and Water Rehabilitation - Parker Rd Estates Phase 1. Their team has also demonstrated experience with surveying and subsurface utility engineering and street improvements, all of which are essential for the completion of this project.
This project will reduce the risk of water service interruptions and ongoing maintenance costs by replacing aging cast iron water lines with modern infrastructure designed to provide more reliable service and extend the useful life of the water distribution system.
If the expenditure is not approved, the existing pipelines will remain in service and continue to deteriorate, increasing the likelihood of corrosion, line breaks, emergency repairs, service interruptions, and higher maintenance costs.
Financial Summary/Strategic Goals
Funding for this item is available in the 2025-26 Water CIP and is planned for future years as well. Engineering design services for the Water Rehabilitation - River Bend Phase 2 project, in the total amount of $386,507, will leave a balance of $88,493 for future project design expenditures.
Approval of this item will support the City’s Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
