Health Authority appointments are reviewed every two years, with the last Council approval on September 23, 2024.
Background
State law requires a director of a local health department who is not a physician to appoint a physician as the Health Authority in the local health department’s jurisdiction. Services may include, but are not limited to, establishing quarantine orders and advising/assisting with infectious disease control. The Health Authority may also advise on other matters pertaining to public health emergencies.
We are requesting the re-appointment of Dr. Mark A. Gamber, D.O., through QuestCare Medical Services, PLLC, as the Health Authority for the City of Plano.
The estimated value of the contract is up to $24,000, and the term of the agreement is two (2) years with a remaining three (3) optional two-year renewals upon approval by the City Council of each renewal term.
If not approved, the City would be in violation of state law and lose status as a local health department.
Financial Summary/Strategic Goals
Funding for the agreement between the City of Plano and QuestCare Medical Services and the re-appointment of the Health Authority will be available in the FY 2026-27 Environmental Health Budget. This contract is for a two (2) year City Council approved term. The anticipated cost of this item is up to $12,000 per fiscal year beginning in FY 2026-27 thru FY 2027-28 for a total of up to $24,000. All future year expenditures will occur within Council approved appropriations.
