On November 10, 2025, City Council awarded RFB 2025-0476-B for Monarch Drive, Charter Oak Drive, Kings Way, Queens Way, White Oak Drive & Desert Garden Drive Paving and Water Improvements, Project No. ENG-CMB-7572, to Tri-Con Services, Inc. in the amount of $3,944,150.20.
Background
The Engineering Department recommends approval of Change Order No. 1 for the increase in the construction contract with Tri-Con Services, Inc. in the amount of $136,286.40 for the Monarch Drive, Charter Oak Drive, Kings Way, Queens Way, White Oak Drive & Desert Garden Drive Paving and Water Improvements project.
Change Order No. 1 includes water pipeline encasement at wastewater line crossings identified during construction, pipeline lowering to address unforeseen conditions, and quantity adjustments based on field conditions.
If this change order is not approved, deferring these waterline improvements may result in interruption of water service and increased maintenance costs.
Financial Summary/Strategic Goals
Funding for this item is available in the 2025-26 Water CIP and is planned for future years as well. The first change order to the construction contract with Tri-Con Services, Inc. for the Monarch Drive, Charter Oak Drive, Kings Way, Queens Way, White Oak Drive & Desert Garden Drive Paving and Water Improvements project, in the total amount of $136,286, will leave a balance of $13,714 for future expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
