body
Previous Action/Presentation
On September 8, 2025, City Council approved RFB No. 2025-0366-B for Pecan Hollow Golf Course Erosion Control for Holes 6 and 7, Project No. ENG-D-7419.1, for the Engineering Department to Cardinal Strategies Construction Services, LLC in the amount $3,347,634.
Background
The Engineering Department recommends approval of Change Order No. 1 for the increase in the construction contract with Cardinal Strategies Construction Services, LLC in the amount of $711,337 for the Pecan Hollow Golf Course Erosion Control for Holes 6 and 7.
During excavation, unforeseen soil and groundwater conditions along the streambank required additional geotechnical investigation and resulted in changes to the retaining wall foundation design. Change Order No. 1 covers the scope of work required to construct the revised foundation in response to the challenging soil conditions. The revised work includes deeper excavation, added foundation material, special shoring
support and continuous dewatering.
This change order also includes the installation of filter fabric for backfill, irrigation repairs from relocating the adjacent golf cart path, and a cost reduction for turf reinforcement mat due to material change.
If this change order is not approved, ongoing streambank erosion will continue to encroach upon golf course infrastructure, pose safety risks to users, and lead to increases in maintenance costs.
Financial Summary/Strategic Goals
Funding for this item is available in the Municipal Drainage CIP and is planned for future years, as well. The first change order to the construction contract with Cardinal Strategies Construction Services, LLC for the Pecan Hollow Golf Course Erosion Control for Holes 6 and 7 project, in the total amount of $711,337, will leave a balance of $416,266 for future expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
