Background

Parkhaven Drive is an east-west 36-foot-wide collector street connecting Independence Parkway and Custer Road. Haggard Middle School recently relocated to the southeast corner of Independence Parkway and Parkhaven Drive with a carpool entrance on Parkhaven Drive and an exit on Wildcat Way.

 

Plano Independent School District (PISD) informed city staff that parents routinely park on both sides of Parkhaven Drive adjacent to the school. This on-street parking obstructs carpool operations, blocks the intersection of Parkhaven Drive and Independence Parkway, and creates hazardous conditions for pedestrians. PISD staff have requested parking restrictions along certain sections of Parkhaven Drive.

 

The Transportation Engineering Division has evaluated these locations and recommends establishing No Parking zones along certain sections of Parkhaven Drive to improve traffic flow and ensure the safe and efficient movement of vehicles and pedestrians.

Financial Summary/Strategic Goals

This item has no immediate financial impact; however, some revenue may be collected as fines resulting from violation of this ordinance.  The exact change in revenue is indeterminable and will have minimal impact on the General Fund budget.

 

Approval of this item supports the City's Strategic Plan Critical Success Factor of Multi-Modal Transportation and Mobility Solutions.
