Background
Approval of this contract is requested to provide the specialized expertise and development capacity necessary to continue the City’s business process and modernization efforts. Girikon Inc. will provide professional services encompassing business analysis, process design, application development, systems integration, testing, deployment, technical documentation, and post-implementation support.
The proposed services will support the modernization and consolidation of multiple Development Services systems and data sources. Girikon Inc. will also develop and enhance applications for key administrative functions, including artificial intelligence requests intake, contractor onboarding, facility badge access, emergency contact management, tuition reimbursement, and grant approvals. In addition to these ongoing projects, 41 process modernization initiatives have been identified and are awaiting evaluation, prioritization, and development.
During the contract term, Girikon Inc. will assist City departments with the development of new business solutions and the enhancement of existing applications. This work will include employee self-service capabilities, automated approval workflows, document generation, and integrations with PeopleSoft and JD Edwards. These improvements are intended to replace manual and fragmented processes with more efficient, consistent, and reliable methods of conducting City business.
The contract will provide technical expertise and support for solution architecture, release management, system performance, security, scalability, and knowledge transfer to City staff. This expertise is necessary to maintain continuity across active projects, preserve institutional knowledge, reduce implementation risk, and ensure that critical business applications remain reliable and aligned with the City’s long-term technology strategy.
For City employees, these services will reduce repetitive administrative work, improve access to accurate information, streamline approvals, and allow staff to devote more time to core responsibilities and direct service delivery. For residents, contractors, and other stakeholders, the resulting improvements will support faster response times, more consistent service, greater transparency, and more accessible interactions with the City.
Services will be authorized and prioritized based on operational need, available funding, anticipated organizational benefit, and staff capacity. City staff will oversee project scope, schedules, deliverables, and acceptance of completed work to ensure that the work provides measurable value and remains aligned with the City’s strategic and operational priorities.
Continued professional services support is necessary to maintain project momentum and address departmental modernization needs that exceed the City’s current internal development capacity. Without this support, the City may experience delays in planned initiatives, prolonged reliance on outdated and manual processes, increased operational risk, and higher long-term maintenance costs. These impacts could reduce staff efficiency and limit the City’s ability to provide timely, responsive, and cost-effective services to the community. This investment supports the City’s commitment to operational efficiency, data-driven decision-making, and improved service delivery for residents and employees.
The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252, Subchapter B, Section 252.022(a)(4). (City of Plano Contract No. 2026-0689-X)
Financial Summary/Strategic Goals
This request is to approve an expenditure for Professional Services for one (1) year from Girikon, Inc., in the estimated amount of $297,980. Funding for this item is available in the estimated amount of $273,148 for FY 2026-27 and $24,832 for FY 2027-28 in the Technology Fund. All future year expenditures will occur within council approved appropriations.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
