Background
The Engineering Department recommends approval of an expenditure in the amount of $203,367 for Engineering Professional Services from Garver, LLC for the Sewer Improvements - Spring Creek at Plano Parkway project. This project includes the evaluation of alternatives to address the damaged wastewater pipeline along the eroded embankment of Spring Creek south of Plano Parkway.
Garver, LLC was deemed most qualified based on their Statement of Qualifications submission for the Community Investment Program for Water and Wastewater RFQ No. 2023-0525-XR. Garver, LLC has previously performed engineering services on a similar wastewater project for the City of Plano, including the Spring Creek Interceptor Phase I project.
The project would assess and propose long-term alternatives for replacing damaged sections of existing 18-inch wastewater pipeline while considering streambank stabilization, protection of adjacent structures, and maintaining reliable wastewater service.
Not approving the expenditure would result in the continued deterioration of the wastewater pipeline, increasing the risk of sewer overflow and structural damage, service disruptions, increased maintenance costs, and an adverse environmental impact to the creek area and adjacent residences.
Financial Summary/Strategic Goals
Funding for this item is available in the 2025-26 Sewer CIP and is planned for future years as well. Engineering professional design services for the Sewer Improvements - Spring Creek at Plano Parkway project, in the total amount of $203,367, will leave a balance of $146,633 for future expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
