body

Previous Action/Presentation

Due to a change in process by the Office of the Governor, Homeland Security Grant funding must now come before Council twice, at application for grant funding and acceptance of grant award. Previously, the application for grant funding was presented to City Council. Due to timing issues at the federal government level, a significant delay was experienced between application and acceptance. The grant funding presented today is for acceptance of Federal Fiscal Year 2025 grant funding.

Background

Since 2005, Emergency Management has applied for, received, administered, and managed grant programs issued by the Department of Homeland Security under two (2) separate grant funded programs: the State Homeland Security Grant Program and the Urban Area Security Initiative. Funds received have supported projects for police, fire, emergency management, and public safety communications preparedness and response efforts.

Each fiscal grant year, a formal Council resolution is required as part of the grant application and a separate resolution is required for the acceptance process. The adoption of a formal resolution allows the state administrative agency to award the grant to the City as sub-recipient and authorizes the City to expend grant funding. The City has been awarded funding in the Fiscal Year 2025 to support equipment projects for Public Works Emergency Response Team Vehicle Interdiction Trailer and Variable Message Sign.

Financial Summary/Strategic Goals

Approval of this item authorizes the acceptance of federal funds in the amount of $82,000 under the 2025 State Homeland Security Grant Program to purchase a Public Works Emergency Response Team Vehicle Interdiction Trailer and Variable Message Sign. Due to pricing increases from the time of the grant application to the grant award, the City of Plano is to provide additional funding in the amount of $4,302 to cover the increase of the purchase. Funding is available in the 2026-27 Adopted Budget.

The approval of this resolution relates to the City’s Strategic Plan Critical Success Factors of having Safe, Vibrant Neighborhoods, and providing Multi-Modal Transportation and Mobility Solutions.
