Background
State law requires City Council to approve the number of positions for each classification (e.g., positions within the Department), as well as the Compensation Plan for the Police personnel who are subject to the State’s Civil Service statute provided under Chapter 143, Local Government Code.
City Council approved an Ordinance on September 28, 2026, adopting the Compensation Plan for the Police Department’s sworn personnel, effective October 5, 2026. The Ordinance also adopted the number of positions effective October 5, 2026, which includes the addition of the following positions for FY 2026-27:
• One (1) Police Officer
• One (1) Police Lieutenant
• Assistant Police Chief title has been updated to Appointed Assistant Police Chief
Finally, for tracking purposes, the Ordinance adopted previously approved certification and assignment pay plans for the Police Department with the effective date of October 5, 2026. For that Ordinance, there were no new certification or assignment pays or changes to the existing certification or assignment pay amounts.
Since the adoption of Ordinance 2026-9-13, the City Council approved a Meet and Confer Agreement with the Plano Police Association, FOP Lodge 777. This Ordinance adopts the Compensation Plan pursuant to the Meet and Confer Agreement for the Police Department’s sworn personnel, effective October 12, 2026. This Ordinance also adopts the number of positions shown in Exhibit “A,” which will remain unchanged from the original effective date of October 5, 2026. The changes to positions previously approved on September 28, 2026, remain intact and no additional changes to positions are reflected in Exhibit “A.”
Certification and assignment pay for the Police Department have been updated pursuant to the Meet and Confer Agreement. This Ordinance adopts the certification and assignment pay plans for the Police Department identified as Exhibit “B” with an effective date of October 12, 2026.
Financial Summary/Strategic Goals
This item is to approve the FY 2026-27 Police Civil Service positions, classifications, Compensation Plan, and Certification and Assignment Pay Plans. Funding associated with pay increases is included in the FY 2026-27 budget.
Approval of this item will support the City's Strategic Plan Critical Success Factors of being an Excellent, Innovative, and Accountable City Government and supporting Safe, Vibrant Neighborhoods.
