Background
The Engineering Department opened bids on August 18, 2026, for the 2026-0480-B Haggard Library Re-Roof (Building 060), Project No. FAC-F-00135. The project includes all labor, equipment, materials, and supervision as required by the specifications and drawings for the replacement of the modified bitumen roof at its end-of-life cycle.
The lowest responsive and responsible bid was submitted by MRB Contractors, LLC in the amount of $361,350.
There were a total of 2,083 vendors notified of this project. Twenty-one (21) complete bids were received for the project as shown in the attached bid recap.
The existing roof has reached the end of its service life and requires replacement. Delaying the work would increase the risk of water intrusion, potentially causing damage to the building and its contents, increasing future repair costs, and disrupting library services.
Financial Summary/Strategic Goals
Funding for this item is budgeted in the 2026-27 Library Facilities Fund. Construction services for the Haggard Library Re-Roof project, in the total amount of $361,350, will leave a balance of $345,700 for future expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government by proactively replacing an aging roof system to protect City assets and ensure uninterrupted library services.
