title
To approve an Interlocal Agreement by and between the City of Plano, Texas, and the University of Texas at Arlington for Air Quality Monitors.
body
Background
The Environmental Health & Sustainability Department respectfully requests approval of an Interlocal Agreement (ILA) with the University of Texas at Arlington (UTA) to support an air quality research project. The ILA will provide UTA with access to three (3) City facilities for rooftop placement of one outdoor air quality monitor to collect localized air quality data in Plano including measurement of particulate matter, ozone, nitrogen dioxide, carbon monoxide, temperature, and humidity. The research is intended to help improve understanding of local air quality conditions and potential environmental impacts. Project findings will be shared through reports and publications.
The monitor will rotate annually among three (3) City facilities:
Year 1: City Warehouse - 4100 W. Plano Parkway
Year 2: City Municipal Building - 1520 K Avenue
Year 3: Fire Station 7 - 5602 Democracy Drive
The monitor is a standalone device that does not require access to an electrical outlet or a Wi-Fi connection. UTA will be responsible for all maintenance and repairs throughout the agreement at no cost to the City. UTA will be responsible for relocating the monitor at the end of each annual monitoring period and removing it at the conclusion of the project. The ILA will be in effect for three years, beginning October 1, 2026, and ending September 30, 2029.
